Information and link to the tender for the South Tees All Age Carers Support Services April 2022- March 2025, on behalf of the South Tees Joint Commissioning Group, our Forum colleagues: Carol James from Redcar and Cleveland Borough Council, Chris Walker from Middlesbrough Council and Katerina Bage from NHS Tees Valley Clinical Commissioning Group (North East Commissioning Support). 

The South Tees Carers Forum has played a key role in developing the South Tees Carers Strategy and Action Plan, that have informed the specification of the services being commissioned, so thank you to all of you who have played such a key part over the last 20 months and in particular, since last December.

Anyone can view the tender documentation by following the links and instructions below and this may be of interest to Forum members (as well as those providers intending to bid, of course), as Forum members and wider partners and stakeholders will all working towards achieving the objectives of the Strategy and Action Plan and seeking to work effectively with those who are awarded contracts to achieve positive outcomes and opportunities for unpaid Carers. 

Timescale and stages:  Invitation to tender open 15 September; deadline for receipt of queries 15 October; Submission of tenders 2 pm 25 October; Evaluation of tenders 26 October to 8 December; Notification of the results of evaluation on 8 December; Standstill period 8-20 December; Expected date of award of contracts 21 December; Contracts will commence on 1 April 2022.

Commissioned services: So you are aware, the services being commissioned are offered in 5 lots. Providers can only bid for one Lot in Element 1, but they may bid for any amount of Lots in Element 2, but all organisations commissioned will be expected to collaborate in providing specialist holistic support.

• Lot 2 Young Carers Information and Support Service

Element 2: Prevention, Early Intervention and Community Support Health Services

• Lot 3 Primary Care Outreach and Support Service

• Lot 4 Mental Health Community Outreach Service

• Lot 5 Secondary Care Hospital Liaison Service


  • A contract opportunity for South Tees All Age Carers Support Service – Reference DN567012 is now available on the NEPO Portal (Pro-Contract).  You will need to register as a supplier on the site (registration is free).
  • Once registered, log in via NEPO takes you to the proactis website
  • Click on ‘Find Opportunities’ and search for NEPO under ‘Portals’ and Redcar & Cleveland Borough Council under ‘Organisations’. 
  • Click on the link under the ‘Opportunities’ window that opens up with a link to South Tees All Carers Support Service.
  • You will need to register interest to access all the documentation by clicking on the link in the ‘Expression of Interest’ window.
  • Once your interest is registered, you can click on the link in your ‘activities’ window to access all the documentation
  • This procurement process will be conducted through the Portal, from registering your interest, asking questions and downloading the documents, to your final submission. 
  • If your company already has a registration on the Portal, please ask that person to log in and review ‘Activities’ for Redcar and Cleveland Borough Council.
